Our Mission

The Richland County Health and Human Services Economic Support Unit believes that all persons requesting our assistance have the right to be treated with respect, dignity and confidentiality. Our mission is to provide all individuals within the Capital Consortium access to services needed to achieve economic stability within the programs we administer, including referrals to other appropriate agencies.

The Economic Support unit of Health and Human Services provides a comprehensive array of services and programs consumers in Richland County each year. These services are provided through the following programs:

FoodShare

FoodShare may be able to help you improve your nutrition and health. Setting your filing date is important. If you are eligible, that is the date your benefits would start. The 4 ways to apply are:

  • Online at ACCESS.wisconsin.gov There are computers available at the local agency for you to use.
  • Telephone by calling the Capital Consortium at 1-888-794-5556 (Monday-Wednesday & Friday, 8:00 am – 4:00 pm and Thursday 9:00 am – 4:00 pm). There is a phone available for you to use at the local agency.
  • Mail by completing the paper application. English and Spanish paper applications are available at the local agency and Hmong, Arabic, Burmese, Chinese, Dari, Laotian, Pashto, Russian, Somali and Vietnamese can be printed upon request.
  • In-person by stopping at the local agency where your filing date will be set and an appointment will be scheduled for you to meet with a worker to complete the application.

Temporary Quest cards (vault cards) are issued at this office during business hours of 8:00 am – 4:00 pm Appointments are requested to ensure someone is here to provide this service. A form must be completed to request a vault card. The form can be obtained once you have arrived at the local office. A worker will determine if you are eligible to receive a vault card.

Healthcare Programs

Healthcare programs such as Medicaid and BadgerCare Plus are available to individuals and families who may otherwise not have access to affordable medical care. The 4 ways to apply are:

  • Online at ACCESS.wisconsin.gov. There are computers available at the local agency for you to use.
  • Telephone by calling the Capital Consortium at 1-888-794-5556 (Monday-Wednesday & Friday, 8am-4pm and Thursday 9am-4pm). There is a phone available for you to use at the local agency.
  • Mail by completing the appropriate paper application.

Child Care Assistance

Wisconsin Shares Child Care Subsidy Program is intended for individuals who are working and/or going to school and have children in certified or licensed day care. The ways to apply are:

  • Online at ACCESS.wisconsin.gov. There are computers available at the local agency for you to use.
  • Telephone by calling the Capital Consortium at 1-888-794-5556 (Monday-Wednesday & Friday, 8am-4pm and Thursday 9am-4pm). There is a phone available for you to use at the local agency.
  • In-person by stopping at the local agency where your filing date will be set and an appointment will be scheduled for you to meet with a worker to complete the application.

For help with choosing a certified or licensed daycare provider, please click on the “Child Care Finder” button at https://dcf.wisconsin.gov/childcare. Help with this can, also, be obtained from the Child Care Resource & Referral Agency. Our CCR&R is The Parenting Place.

Child Care Certification

Individuals interested in becoming a regulated Child Care provider should visit Regulation: Raising the Standards of Child Care on the DCF website. An Expression of Interest can be done online, if you are interested in becoming a certified child care provider. You can, also, contact Richland County Health & Human Services during regular business hours.

An application for becoming a certified child care provider is currently done on paper. Put “dwsw48” in the search field.
